City Watch, Inc. is a nonprofit, nonpartisan, volunteer operated & membership supported educational organization established in 1989. It's mission includes local government education with a focus on fiscal issues affecting the Salinas & Monterey areas.

Editorial: 'Salinas City government is wasteful, inefficient and self-serving'

Instead of looking for permanent solutions to their management problems, Salinas City officials continue to make excuses and blame others for their malfeasance.

General government revenue has grown to $68 million this fiscal year, $5 million more than budgeted before the last election.

Yet, city officials have chosen to threaten your services.

Your taxes are going for higher salaries and benefits.

Like salary increases which guarantee 16% more for the city manager and department heads.

The city manager is budgeted to cost taxpayers $257,120 this year, but he is begging for money and supports tax increases on the poor.

Some employees are also receiving a 50% increase in their retirement benefits. And all employees can receive a pension for life based on their highest salary.

An example of inefficiency and mismanagement is the city government-run library system.

The average cost of keeping a library open is $649 an hour when run by city government. County government has offered to takeover for $417 an hour and a library run mostly by volunteers, like in Shasta County, may cost less than $100 an hour.

Salinas taxpayers and service patrons need to rally for new leadership and government reform to end wasteful spending and self-serving government.
